The cops probably thinking 'Fuckem. You want to jump on a cab and fall on your ass fine with me. Just don't break any windows.'

The cop at the end of the video wouldn't care about the guy even if he had his grey matter splattered all around. Maybe he would fine him for dumping in a prohibited area.
