The similarities are superficial when one considers that the themes and settings are exactly the opposite:
In the Incredibles, the regular world is portrayed as if superpowers are normal, and that extraordinary individuals can step up and save the world.
In the Watchmen, the superpower world is portrayed as if regular reality is normal, and that people who think they are extraordinary will destroy and enslave people in the name of saving the world.
