Where we come from, teat-sucking immediately conjures up an image of cute little, but demanding, piglets feeding off a weary sow.
On my farm, one time after weaning a litter of pigs, we had to move the sow, on foot, to another pen. She'd been so drained of calcium during the weeks of feeding that three bones in her legs broke just during the short walk.
So, Grassley is saying that folks getting bailout money are pigs draining the individual taxpayer of resources. They should a) be mindful of their total dependence on individuals and b) should not play fast and loose with money that isn't theirs.
