Bush bashing, sure. But it's being done to make the bigger point that Congress is actually trying to give a real incentive to the military members and his administration is not for it. That's not "supporting the troops."
Bush bashing? Of course, he's a comedy gold mine! Political entertainers are going to be working harder for material after he leaves office. No doubt they will find absurdities with whoever is in power, but Bush makes it so easy for them.
