Ok, as I understand it
1. Activist groups prefer to pay for studies that are likely to support their pre-determined positions.
2. Business groups prefer to pay for studies that are likely to support their pre-determined positions
3.government groups prefer to pay for studies that are likely to support their pre-determined positions.
I really don't see a lot of moral high ground here.
