I'm voting viral. The camera work was a little too good for somebody's dad at a soccer match. Did you notice the Epson benches? I don't know what printers have to do with tornados, but lack of realistic association has never stopped other ad campaigns, right?
It's actual footage. Do a Google search for 'japan soccer dust devil', and you'll find it all over the place, including discussions. Speaking of which, it's a dust devil, not a tornado. Same principle, but smaller, and actually very common on hot summer days. Go to images.google.com and search for 'dust devil', and you'll see lots of pictures of them. I can't find them online at the moment, but there were some amazing photos taken last summer at Lake Chelan, WA. A hang glider pilot was just about to launch when a dust devil popped off right in front of him. It spun him and his glider like a top before moving on. He was miraculously unhurt, but his glider was trashed. It also almost sucked up the paraglider pilot that was going to launch after him until bystanders jumped on her and on her wing to hold it down.
